Black Duck Teams with Carahsoft to Help Government and Contractors Comply with Software Licensing Requirements

Federal Entities, Such as the U.S. Navy, are Capitalizing on New Software Development Models that Necessitate Platforms for Tracking Proper Use of Code

Waltham, MA – April 23, 2007

Black Duck Software, the leading global provider of software compliance management solutions, today announced a partnership with leading government information technology provider Carahsoft Technology Corp. that provides Black Duck with a significant channel into the federal government. This announcement underscores Black Duck’s commitment to helping government organizations, such as the Navy, reap the full benefits of open source use and development while understanding the contents of their software code and ensuring compliance with open source and proprietary licenses.

“With virtually all software development for the federal government produced by systems integrators and contractors, there is a growing need for these organizations to understand what’s in their code,” said Douglas Levin, CEO and president, Black Duck Software. “Further, some government agencies have rules restricting or requiring distribution of government funded software. We already have an established record of working with government agencies. By partnering with a leader like Carahsoft, together we can protect the government’s software intellectual property, ensure proper use of open source and third-party code, and help avoid costly violations or roadblocks in development projects down the road.”

Under the agreement, Carahsoft will distribute Black Duck’s industry leading protexIP platform, which allows government entities to analyze open source and third party software licensing, understand code origins and abide by enterprise policy regulating the use of code components. Black Duck’s exportIP will also be available to help meet federal guidelines on the exportation of encryption algorithms within software. Black Duck’s products will become available on the GSA Schedule through Carahsoft.

Proven Technology for Government SectorBlack Duck’s protexIP has been used to provide detailed code license analysis for the U.S. Navy through a U.S. Navy Cooperative Research and Development Agreement (NCRADA-05-11). The Navy CRADA is a three-year joint R&D program coordinated through the non-profit Open Source Software Institute (OSSI), which promotes the development and implementation of open-source software solutions within U.S. federal and state government agencies and academic entities. The program involved Navy officials and industry and academic experts and included an implementation of protexIP into a Naval web services application.

“The Black Duck protexIP code evaluation was an important part of the CRADA project,” said OSSI executive director John Weathersby. “By bringing Black Duck into the project, we were able to demonstrate to Naval officials the value of code evaluation for open source, as well as proprietary code bases. Black Duck also demonstrated how efficient the evaluation process could be by using their protexIP system.”

Additionally, Black Duck’s protexIP and exportIP products support the Federal Enterprise Architecture (FEA), a business-based framework for government-wide improvement. The Office of Management and Budget (OMB) developed the FEA to provide a common framework for simplifying processes across the agencies and within the lines of business of the Federal government.
