Fostering Policies for a More Globally Resilient World

In February 2023, our CEO, Hemant Taneja, co-authored an article with Fareed Zakaria on the new world order defined by great power competition and increased nationalism that will require building more dynamic, resilient systems across our most critical industries, from healthcare and financial services, to energy and education, to industrial and defense. There are profound implications for this new world order when it comes to technology and innovation. We noted that companies and countries alike will look beyond global efficiency and start to re-prioritize a new critical factor: global resilience. Global resilience is our term for these new dynamics at play–where countries and companies deprioritize efficiency, openness and highly interconnected systems in favor of safety, stability and greater control for enterprise (or national) benefit, especially for the most critical operations and sectors. 

As part of our thesis on Global Resilience, we are committing to go beyond our investment strategy by looking for ways to radically collaborate with governments so they can appreciate this new power competition. We want to empower through investments that allow start-up founders to innovate while avoiding unintended consequences that harm society. That’s why we are now laying the groundwork to stand-up a function that can give all interests across the key areas within Global Resilience a voice and the ability to impact the policy debates happening worldwide so we can transform our world for the better. 

Later this year, we will unveil more on how we will continue to build out this effort. As part of our commitment to this plan, we have asked two leaders to join us at GC to be at the helm of this effort. These two individuals have spent their careers at the intersection of tech and global policy, and understand the return on investment that can be achieved when policymakers are given the tools, perspective, research, and resources from the tech ecosystem to shape more effective rules and laws. 

Teresa Carlson, joined us in April 2023 as a Catalyst Advisor. She will now come on board full-time to spearhead this global policy, advocacy, and advisory effort. Teresa has spent over 20 plus years helping governments and organizations around the world drive digital transformation and modernize policies at all levels of government. Teresa started her career in the technology sector at Microsoft in 2000 where she led their U.S. Federal practice and returned in 2022 as a Corporate Vice President and Executive-in-Resident to work on special projects.

In 2010, she joined Amazon where she founded and led Amazon Web Services’ worldwide public sector business, where she worked with governments, educational, and not-for-profit organizations globally to enable new ways of acquiring and utilizing technology from national security and defense, to empowering a global workforce.

While at AWS, Teresa’s role expanded to lead other regulated industries including; financial services, energy, telecommunications, and aerospace and satellite. She previously served as president and chief commercial officer of Flexport, a leader in supply chain management and logistics, and prior, president of Splunk. In addition to Teresa’s leadership roles at global technology companies, she also serves on several Boards which include start-ups, public companies, and not-for-profits, bringing her wealth of experience to ensure the success of each company’s growth journey.  As part of her work as a Catalyst Advisor, Teresa actively serves as an advisor and board observer for Mark43 and Collaborative Robotics and as a board member at Commure.

We’re also excited to be bringing on Maryam Mujica as our Head of Global Public Policy to work in tandem with Teresa to create the best version of this vision. Maryam brings a wealth of government and industry expertise with over 15 years of experience working on a range of important issues relating to national security and tech policy. After serving at the US Department of State and as a member of The White House’s National Security Council, she joined the tech sector where she worked on some of the most complex policy issues over the last 10 years such as countering violent extremism to connecting the next billion users to the internet. While at Booking Holdings, Google, Twitter, and Shopify, she led teams and engaged with governments around the world to help shape policies that would enable companies to continue to innovate while ensuring those same policies were net-positive for society. 

The importance of this ties directly to our efforts to create the framework that enables enduring companies to generate outsized financial and societal impact. Shaping impactful policies around the world has the ability to drive transformation that is trusted, and abundant are essential to our goals. We’re thrilled to have Teresa and Maryam on board to build the next phase of our plan.  We look forward to providing more details in the coming months on how we intend to radically collaborate with governments to ensure we are doing what we can to foster policies for a more globally resilient world.
